He directed officials not to reject registration applications simply because a property appears in the 22/A list. Officials must examine each case in detail and provide relief to eligible applicants without delay. The minister, who was in Khammam district, reviewed the issue through a teleconference with Revenue Secretary Lokesh Kumar, Registration and Stamps Commissioner Rajeevgandhi Hanumanthu and Collectors of Hyderabad, Ranga Reddy, Medchal-Malkajgiri and Sangareddy.
Officials told to verify records before rejecting registrations
Ponguleti directed Collectors and Sub-Registrars to examine every case at the field level. He said officials must first determine why a property entered the 22/A list. They should also verify revenue records, the property's present status, ownership documents, previous registrations and government records before taking a decision. Officials should not stop or reject registrations solely because a survey number appears in the prohibited list. If a registration cannot proceed, officials must clearly explain the reason to the applicant. They should also refund registration fees paid in advance as per the applicable rules. Ponguleti said people need not worry about 22/A properties. He assured that the government would resolve cases legally and transparently while protecting both individual property rights and government land.
Applicants report registrations after clearances
Rakesh from Pocharam village said he bought a 100-square-yard plot in 2022. When he recently approached the Narlapalli Sub-Registrar's office to sell the property, a document writer initially told him that it appeared in the 22/A list. "Three or four days ago, I received a call from the Sub-Registrar's office stating that there is no issue with my land. Today, I completed the registration to the buyer without any hassle," he said. Rakesh thanked Chief Minister Revanth Reddy and Ponguleti for resolving the issue. Narlapalli Sub-Registrar Sunil said registrations had stopped after authorities added Survey No. 50 in Pocharam village to the 22/A list in December last year. Records had identified the land as AP Housing Board property. The Collector has now cleared the land, Sunil said. His office is contacting applicants who had earlier approached them and asking them to complete their registrations. "As soon as they come to the office, we are completing the registration process as per regulations," Sunil said.
Clearances reported in Hyderabad areas
Chakrapani, who purchased a 250-square-yard property in No. 80, Silogalu, in Kukatpalli Addagutta Society, said officials initially stopped his registration because of the 22/A listing. Officials later informed him that they had removed all 300 plots in the society from the prohibited list. He then completed his registration. In another case, Rajendraprasad completed the registration of Plot No. 804 in Rainbow Vista, Musapet, under the Balanagar Sub-Registrar's office on August 12. He said officials had earlier placed the property in the 22/A list. The owner, Venkata Vijay Kumar, had given him a special power of attorney before leaving for Australia. "We thought it might take a long time, but fortunately, thanks to the government's timely actions, it was cleared within a week or so and resolved favourably," Rajendraprasad said. Srinivas, a representative of Vaishnavi Estate in Musapet, said officials had rejected registration of land in Survey No. 108 after adding it to the 22/A list. "We received ceiling permission in 2005. We've been trying for registration ever since. Just two weeks ago, when we went to the Musapet Balanagar office for registration, they said it had been added to 22/A," he said. After approaching the Collector, the authorities cleared the land and completed the registration, he said. The Balanagar Sub-Registrar's office said officials had lifted the 22/A restriction from around 3,000 sq m of land in Survey Nos. 101/1, 101/2, 102, 108, 109, 112 and 81. Officials said they can now process registrations for properties covered by these survey numbers. Another applicant said officials stopped the registration of a plot at Gaurishankar in AG Colony, Gundla Pocharampalli, on July 6 because of the 22/A listing. The applicant said a Deputy Collector later directed the Sub-Registrar to clear the property. The office then completed the registration and handed over the documents.
