DoPT Clarifies Seniority for HSG-I & HSG-II Promotions Granted with Relaxed Eligibility Service The Department of Posts has issued an important clarification regarding the relaxation in minimum qualifying service granted for promotions to the Higher Selection Grade-I (HSG-I) and Higher Selection Grade-II (HSG-II) cadres for the years 2022 and 2023 . Download HSG-I & HSG-II Promotion Update in LINK The clarification has been issued following references received from various Postal Circles seeking guidance on the fixation of seniority for officials promoted through the review Departmental Promotion Committee (DPC). Background Earlier, with the concurrence of DoPT/UPSC , the Department had granted a two-year relaxation in the minimum qualifying service in the feeder cadre for promotion to HSG-I and HSG-II for the vacancy years 2022 and 2023. As a result, eligible officials were promoted through review DPCs and assumed charge of their promotional posts during 2024. However, several Circles sought clarification on whether these officials should receive seniority retrospectively from 2022/2023 or from the date they actually joined the promoted post. DoPT's Clarification The Department referred the matter to the Department of Personnel and Training (DoPT) for clarification. DoPT has clarified that the relaxation was provided only for eligibility service as on the crucial date for consideration of promotion . Therefore, regular service in the promotional grade shall be counted only from the date of actual assumption of charge of the promoted post. No Retrospective Seniority The clarification makes it clear that although officials were considered for promotion by granting relaxation in the qualifying service requirement, they will not receive retrospective regular service or seniority from the vacancy years 2022 or 2023. Instead, their regular service in the promoted grade will commence only from the date they actually assumed charge of the HSG-I or HSG-II post. Action by Postal Circles The Directorate has requested all Postal Circles to take necessary action in accordance with the clarification issued by DoPT while dealing with cases relating to promotions under the relaxed eligibility provisions. This clarification is expected to bring uniformity in the implementation of promotion and seniority rules across all Postal Circles and remove ambiguity regarding the counting of regular service in HSG-I and HSG-II promotional posts.
