Guwahati: The Assam government has dismissed Assam Civil Service (ACS) officer Hemanta Kumar Dutta from service with immediate effect following a departmental inquiry into irregularities in the implementation of MPLADS funds during 2022-23. An order issued by the Personnel Department on Thursday (September 17) said the inquiry related to the use of MPLADS funds linked to former Rajya Sabha MP Ajit Kumar Bhuyan . Dutta was also found to have violated the Assam Civil Services (Conduct) Rules, 1965. Dutta, who was serving as Assistant Commissioner in Kamrup (metropolitan) when the proceedings began, was issued a show-cause notice on August 4, 2023. He denied the charges in his written reply. An inquiry conducted by Dr Om Prakash, IAS, found eight of the nine charges fully proved in its report submitted on January 10, 2025. Dutta’s subsequent representation against the findings was rejected after the authorities found no new material warranting a change in the findings. The Assam Public Service Commission concurred with the proposed penalty on August 7, 2026. Under the final order, Dutta has been dismissed under Rule 7 of the Assam Services (Discipline & Appeal) Rules, 1964. The dismissal will disqualify him from future government employment. The government also directed that his pay and allowances for the suspension period be restricted to the subsistence allowance already paid to him.
