The Union Cabinet has approved a proposal to increase the wage threshold for mandatory Employees’ Provident Fund Organisation (EPFO) coverage from Rs 15,000 to Rs 25,000 per month. The decision, announced on Wednesday, could bring more than 51 lakh additional employees into the mandatory social-security framework once the required statutory and administrative procedures are completed. The proposed revision will expand access to benefits linked to EPFO membership, including provident fund savings, pension support and insurance protection. Who Will Come Under the New Ceiling? The EPFO wage limit was last increased in September 2014 and has remained unchanged at Rs 15,000 since then. Under the existing threshold, workers joining employment with monthly wages above Rs 15,000 are not automatically brought under the mandatory EPF framework. The proposed Rs 25,000 ceiling would cover employees earning between Rs 15,000 and Rs 25,000 a month, subject to the applicable scheme rules. Govt Estimates 51 Lakh New Members The Centre said the higher threshold is intended to reflect changes in wage levels and employment patterns over the past decade. It cited sustained growth in wages, rising incomes and the expansion of formal employment as factors behind the proposal. The proposal was examined through inter-ministerial consultations before receiving the recommendation of the Expenditure Finance Committee at its June 16, 2026 meeting. According to the latest figures cited in the Cabinet release, EPFO currently has around 7.98 crore contributing members associated with approximately 7.68 lakh contributing establishments. The Employees’ Pension Scheme provides pension benefits to around 82 lakh pensioners, while the EDLI scheme offers insurance protection linked to EPF membership. Govt to Spend Rs 11,339 Cr Annually The expansion of coverage will entail additional government expenditure. The Cabinet estimates the annual financial implication at approximately Rs 11,339 crore, compared with around Rs 10,250 crore in existing annual budgetary support. The projected expenditure over five years stands at approximately Rs 56,696 crore. The Cabinet approval is not the final implementation step. The Ministry of Labour and Employment and EPFO will now complete the statutory and administrative procedures required to operationalise the revised ceiling.
