Kohima, September 11 (MExN): A meeting of line departments and concerned officials was held at the Chamber of the Deputy Commissioner, Kohima, to discuss measures to address the issue of stray and free-roaming dogs in Kohima town and colonies.The meeting addressed concerns over dogs roaming freely without leashes, including incidents of dog bites and public concerns over dog faeces being left on roads, footpaths and other public areas, stated a DIPR repopt. The need for responsible pet ownership, proper disposal of dog waste and effective control of dogs was emphasised.The Kohima Municipal Council (KMC) informed that a dog shelter was earlier maintained near the Old Zoo prior to the COVID-19 pandemic. However, the shelter was discontinued following complaints from the public regarding the noise caused by the dogs.It was informed that the dogs kept at the shelter were properly looked after and provided with adequate feed. Owners who came looking for their pets were allowed to retrieve them after paying the applicable charges for their stay. Dogs which were not claimed by their owners within a week could also be adopted.The meeting noted that there is no law prohibiting people from keeping dogs as pets, but owners have the responsibility to ensure that their dogs do not roam freely without proper control or a leash.The need to revive the dog shelter, along with compulsory vaccination and registration of pet dogs, was discussed. The meeting also stressed the importance of creating awareness among dog owners and the public on responsible pet ownership, particularly at the colony and ward levels.As a public health measure, the meeting discussed ways to make basic veterinary services, including vaccination, accessible at the doorstep. The importance of educating pet owners on vaccination, hygiene and responsible ownership was also emphasised.The Society for Prevention of Cruelty to Animals (SPCA) submitted a list of suggestions during the meeting, which was welcomed by the members. The suggestions will be incorporated into the guidelines to be issued by the administration.The relocation and reactivation of the dog shelter was also discussed. The meeting proposed developing a reporting mechanism through a helpline or WhatsApp group to enable the public to report cases of free-roaming or problematic dogs.The meeting further discussed the need to utilise existing resources and work out a practical solution to the issue. The KMC was directed to submit an action plan for the relocation and management of the dog shelter on or before September 17.
