India Post Cadre Restructuring Report 2025: Committee Recommends Unified 'India Post Associate' Cadre and Major Promotion Reforms The Department of Posts has released Part-I of the Recommendations Report of the Committee on Cadre Restructuring covering Postal Assistants (PA), Sorting Assistants (SA), Lower Selection Grade (LSG), Higher Selection Grade-II (HSG-II), and Higher Selection Grade-I (HSG-I) across Post Offices, Railway Mail Service (RMS), and Circle/Regional Offices (CO/RO). The report presents a roadmap to modernize the Group 'C' cadre structure, reduce promotion stagnation, and create a unified, future-ready workforce. According to the Committee, while the Postal side received cadre restructuring benefits in 2016, similar reforms for RMS and CO/RO could not be implemented due to the requirement for detailed functional justification by the Department of Expenditure. This resulted in unequal promotional opportunities, prolonged stagnation, and an imbalance in supervisory posts across different wings of India Post. Key Recommendations Merger of PA and SA Cadres One of the most significant recommendations is the merger of Postal Assistant (PA) and Sorting Assistant (SA) into a single unified cadre to be known as India Post Associate (IPA) . The Committee has also proposed the eventual merger of supervisory grades (LSG, HSG-II, and HSG-I) after completing necessary promotional exercises and seniority arrangements. Strengthening Supervisory Posts The report recommends increasing supervisory posts in RMS and CO/RO to achieve an overall supervisory strength of 31.58% in the unified cadre. Around 1,565 posts are proposed to be upgraded, including 1,404 posts in RMS and 161 posts in Circle/Regional Offices , without affecting frontline operational strength. No Additional Financial Burden The Committee notes that the proposal will have minimal financial impact because many officials are already drawing higher pay levels under the Modified Assured Career Progression (MACP) Scheme. Therefore, upgrading supervisory posts would largely formalize existing pay structures rather than create additional expenditure. New Promotional Structure To ensure smoother career progression, the Committee recommends a new cadre pyramid in the ratio of: HSG-I : HSG-II : LSG : India Post Associate = 1 : 3 : 9 : 27 It also suggests increasing Non-Functional Grade (NFG) posts within HSG-I to 25% and designating 20–30% of LSG posts as Senior India Post Associates (LSG-SIPAs). Unified Recruitment and Training The report recommends introducing a single recruitment process for the unified India Post Associate cadre along with a common induction training programme. Officials transferred between Postal, RMS, and CO/RO units would receive role-specific refresher training to improve adaptability and operational efficiency. Promotion and Seniority To eliminate long-pending vacancies, the Committee proposes filling newly created supervisory posts in phases, granting a one-time relaxation in eligibility service for promotions where required, and preparing common gradation lists for officials after cadre unification. Clear guidelines for inter-se seniority are also recommended. Redefining Supervisory Roles Recognizing the changing operational environment, the report recommends redefining supervisory posts so that officials continue to perform operational work alongside supervisory responsibilities. Under the proposal: LSG: 75% operational work and 25% supervisory work HSG-II: 50% operational and 50% supervisory work HSG-I: 25% operational and 75% supervisory work This approach is intended to keep supervisors connected to field operations while ensuring effective oversight. A Modern Vision for India Post The Committee believes that India Post's growing role in parcel logistics, digital services, Direct Benefit Transfer (DBT), Aadhaar services, Passport Seva, Integrated Delivery Centres, and technology-driven operations requires a modern cadre structure capable of meeting future challenges. The proposed reforms aim to create a unified, equitable, and competency-based career framework that enhances operational efficiency while providing better promotional opportunities for employees across all wings of the Department.
